If you know the report number, add that. Also provide the date and location of the incident and the names of anyone involved. The more specific you are, the quicker the process goes. Vague requests take longer because staff has to search through more records to find what you need.

The sheriff's office must send you an initial notification within 10 working days of getting your request. After that, they have up to 30 days to finish it. If they need more time, they will tell you within that 30-day window. One thing to keep in mind is that if you don't respond to their communications within 30 days, they can close your request without further notice. Crash Reports and CrashDocs

Motor vehicle crash reports in Harford County are handled through a separate system. The CrashDocs portal lets you get accident reports online. You will need the report number from the Collision Information Exchange Form the officer gave you, plus the last name of someone involved and the date of the crash. Reports show up in CrashDocs about 5 to 10 business days after the accident happens.

If the crash involved a call for service but no official crash report was written, you would use the GovQuest portal instead. That covers things like minor fender-benders where the officer responded but did not fill out a full crash report form. The distinction matters because CrashDocs only has reports where the officer completed the state crash report paperwork. Calls for service records go through the regular PIA process at the sheriff's office.

What Harford County Police Blotter Records Show

Standard incident reports from the sheriff's office list the basics. You get the date, time, and location. The report shows who was involved and what the officer saw. There is a narrative section where the deputy describes what happened. You also get a case disposition showing whether charges were filed or the case was closed.

CAD reports are the dispatch records. They show the call details and response info. These are different from the full incident report because they focus on the communication side of things. Reconstruction reports come into play for fatal or serious crashes where a more detailed technical analysis was done. These are more involved and may take longer to produce.

Digital media is another category. Body camera footage, in-car video, photographs, and other audio or video files can all be requested. There is a specific process for video requests though. The Video Management Team prepares a cost estimate first. You approve it and pay a deposit. Then they process the footage and give you a download link when done. If you don't pay within 30 days of getting the final amount, they cancel the request and keep your deposit.

Note: Juvenile arrest records and child abuse or neglect records cannot be released without a court order signed by a judge.

Harford County Police Blotter Fees

The fee schedule for Harford County took effect January 1, 2026. GovQuest portal submissions cost $10 per item requested. All other submission methods run $15 per item. The first two hours of search and preparation time are free under the MPIA. After that, staff time costs $35 per hour. Printed reports sent by mail cost $0.25 per page. If you need video on a CD, DVD, or thumb drive, add $20 for each piece of media. Credit card payments through the portal have a processing fee on top of the base charges.

Misconduct records are a special case. The Office of Professional Standards handles those. Their staff searches, reviews, and prepares the records. Then the PIA Liaison redacts what needs to come out, and Command Staff or legal counsel approves it. The hourly rate for that work runs from $64.75 to $99.07 per hour after the first two free hours. They send you an estimate before they start, and you have to approve it and put down a deposit. Payment goes to "Harford County" by card, check, or money order.

Crime Mapping and Press Releases

The Harford County Sheriff's Office website has a crime mapping tool. You can search by address and filter by incident type to see what has been reported in a specific area. The data goes down to the neighborhood level, which is helpful if you want to know about recent activity near a particular location.

Press releases on the sheriff's website cover criminal activity reports, arrest information, and safety alerts. They are posted by date and give more context than what you would find in a raw police blotter entry. The site also has an unsolved crimes section with status updates and reward information for open cases. The sheriff's office is not the only law enforcement agency in Harford County. Bel Air has its own Town Police Department. Aberdeen runs a City Police Department. The Maryland State Police also works in Harford County. MSP covers state highways and certain areas that fall under state jurisdiction.
