Search Rockville Police Blotter

Police blotter records in Rockville are kept by the Rockville City Police Department, one of only four municipal police forces in Montgomery County. The department launched a JustFOIA portal in mid-2024, replacing the old PDF form process. All records requests now go through this online system or by direct contact with the Records Division. The station is at 2 West Montgomery Avenue in downtown Rockville. For incidents outside city limits, Montgomery County Police handles records through a separate system.

Rockville City Police Department

The Rockville City Police Department covers all areas within Rockville's municipal boundaries. This includes Rockville Town Center, West Rockville, East Rockville, Lincoln Park, Twinbrook, King Farm, Fallsmead, and every other neighborhood inside the city lines. The department is independent from Montgomery County Police. The main station is at 2 West Montgomery Avenue, Rockville, MD 20850.

The Records Division handles all police blotter requests. Call (240) 314-8916 or email RCPDRecords@rockvillemd.gov. The office is open Monday through Friday, 9:00 AM to 5:00 PM. You can also fax requests to (240) 314-8999. The general department line is (240) 314-8900.

Jurisdiction is important in Rockville. The city limits do not cover all the areas that share a Rockville mailing address. Derwood, North Potomac, Travilah, and parts of Darnestown and Potomac are outside city limits and fall under Montgomery County Police District 1. If you are not sure whether your location is in Rockville, use the city services page to check. Getting this right before you file a request saves time.

Maryland State Police cover I-270 through Rockville and state property. Metro Transit Police handle the Rockville Metro Station. NIH Police cover the National Institutes of Health campus. The Montgomery County Sheriff's Office handles court security, warrant service, and civil process.

Note: Areas with a Rockville mailing address may actually fall under Montgomery County Police jurisdiction, so verify the city limits first.

The Rockville JustFOIA portal is the primary online tool for police blotter requests. Launched in July 2024, it replaced the old fillable PDF system. The portal handles both police records requests and general MPIA requests for city documents. You can create an account, submit requests, track progress, search archives by keyword, view fee invoices, and download completed records.

The JustFOIA portal is where you submit, track, and receive police blotter records from the Rockville City Police Department.

The portal has unlimited storage and large file sharing, so even body camera footage can be delivered through it.

Rockville Police does not have a public crime map or a searchable incident database. You cannot browse records by date or location without filing a formal request. The JustFOIA keyword search may surface previously released documents, but it is not a comprehensive records search tool.

For incidents outside city limits, the Montgomery County Police Records portal is the right system. It costs $10 per report and requires an account with photo ID. The Maryland Judiciary Case Search covers court records from Montgomery County Circuit Court at 50 Maryland Avenue in Rockville. Court records are free to search and separate from police records.

How to Request Rockville Police Reports

There are five ways to request police blotter records from Rockville. The JustFOIA portal is the fastest and preferred method. Go to the portal, select "Police Department Records Request," and fill in your contact information. Describe the records you need with dates, locations, names, and any case numbers. Choose electronic delivery, physical mail, or in-person inspection. Set a maximum fee. Upload your government-issued photo ID. Sign electronically and submit.

You get a confirmation email with a request number and security key. Use these to track your request on the portal. The city sends updates at each stage. When your records are ready, you download them directly from the portal or pick them up in person.

Email requests go to RCPDRecords@rockvillemd.gov. Include your name, email, relationship to the incident, date of the incident, names of involved parties, and a copy of your photo ID. Fax requests to (240) 314-8999. Mail goes to Rockville City Police Department, Records Division, 2 West Montgomery Avenue, Rockville, MD 20850. Include a check to "City of Rockville" for the fee.

In-person requests are handled at the station during business hours, Monday through Friday, 9:00 AM to 5:00 PM. Bring your photo ID, case number if you have one, and payment. Check in at the front desk and ask for the Records Division. You fill out a form, provide your ID for copying, and pay the fee. If the report is ready, you may get it on the spot. Otherwise they give you a contact for pickup later.

Note: The MPIA coordinator for the City of Rockville can be reached at (240) 314-8106 or mpia@rockvillemd.gov for questions about the request process.

What Rockville Police Blotter Records Contain

A Rockville Police incident report uses the department's own numbering format, typically a year plus a sequential number like 2024-012345. The report header shows the date and time it was taken, the incident date and time, the reporting officer's name and ID, and a supervisor approval. The classification section notes the type of incident using standard codes.

The location section lists the Rockville city address where the event happened. People sections cover the complainant, victim, suspect, and witnesses. Each has name and contact details, though public copies get redacted to protect personal information. Evidence collected at the scene is logged. The narrative section is the core of the report. It is where the officer writes up what happened from arrival through the end of the call. Disposition and follow-up notes close out the file.

Accident reports use the Maryland Motor Vehicle Crash Report, a state-standard form. These take 5 to 10 days to become available after the incident. They include all vehicle and driver data, insurance details, conditions at the scene, a diagram, the officer's narrative, and any citations. Animal control reports also come from Rockville PD and cost the same as incident reports.

Body camera footage is available on CD or USB for $5 per copy. Redaction review adds processing time. Personal identifying information, juvenile data, ongoing investigation details, and victim-sensitive information are removed from public copies. Witness identifying details may also be withheld depending on the case.

Rockville Police Blotter Fees

Rockville keeps its fee structure simple. Incident reports cost $5.00 each. Accident reports are $5.00. Animal control reports are $5.00. Body camera footage on CD or USB is $5.00 per copy. If you need multiple reports, multiply by $5.00 for each one and include the total payment with your request.

The MSP Central Records Division handles state police records for incidents on I-270 and state highways near Rockville.

Payment must come with the request. In person, you can pay cash, check, money order, or credit card. Mail payments should be checks or money orders made out to "City of Rockville." Do not mail cash. Online payments through JustFOIA use credit card. All fees are non-refundable. Records are not released until payment clears. For multiple reports, add up the total and submit one payment for the full amount.
